1 · Call for Support System for Administrative Modernization · May 2011
 
In Portugal, a new call has opened to submit applications under the Programme: Support System for Administrative Modernization.

The call is intended to finance projects of Qualification in Customer Service, Administrative Simplification and Administration Network in order to maximize the process of modernization of Public Administration, promoting increased efficiency and quality.

The Notice seeks to contribute to the reduction of so-called "public administrative costs" for citizens and businesses, as well as to improve the competitiveness of national economy.

Two Portuguese initiatives were awarded by the United Nations, a competition that is considered "the most prestigious international award for excellence in public service '(United Nations Public Service Awards):
  • The Common Knowledge Network
  • and the Simplex program.

Launched in 2008 by the Agency for Administrative Modernization (AMA), Common Knowledge Network (www.rcc.gov.pt) today comprise more than 190 national civil services, central government and municipalities, and Portuguese speaking countries, like Brazil and Cape Verde, and has disseminated more than 300 best practices. Apart from allowing the exchange of knowledge, the Network facilitates collaboration between public services, sharing ideas and problems. Initiatives such as the Simplex or Municipal Licensing Zero now have discussion forums on this platform. But much more could be done, especially involving universities and research centers, thereby transferring more knowledge into the public administration.

The second winner was the Simplex program and its initiatives for public participation "through innovative mechanisms" (www.simplex.pt).The more than 1100 Simplex measures already completed since 2006 are the result of the participation and collaboration between different departments of all ministries and 121 municipalities, which annually presents its proposals for administrative simplification and improvement of the quality of public services.
